Dictator Vladimir Putin, General Andrei Sychevoi, and the obsession with power

The obsession with power tends to cloud dictators who seek to go down in history through bloody military operations. Putin is NOT the exception. There is a striking parallel in the Ukraine war with the devastating expansionist policy of Adolf Hitler, albeit with far less military capability on the part of the forces at Vladimir Putin's disposal. Both believed it possible to subject their neighbors through blood and fire in a war without quarter. Both met with the failure of their ambitions and unleashed a genocidal war of extermination when things went wrong. History is repeating itself.

 

 

Russian General Andrei Sychevoi captured in the Oblast region

 

He was the commander of the West Group, one of the four top Russian commanders in Ukraine. He previously served during the Russian intervention in the Syrian Civil War.

Kyiv, Oct.29.– It has been revealed that Lieutenant General Andrei Sychevoi was captured with his driver during Eastern Ukraine's offensive last September as he was trying to flee back to Russia in a stolen civilian car. He tried turning his epaulet stars sideways and claiming to be a LtCol, but his driver kept calling him “general” and captors were able to fully identify him.

He had replaced the commander of the Russian "Western Military District", Colonel-General Alexander Zhuravlyov. who was fired by Putin last July.

Ukrainian authorities gave Sychevoi two choices. He can collaborate completely, or he can end up remanded to The Hague for war crimes trial before the International Criminal Court.

Parliamentary Assembly of the Council of Europe’s Autumn plenary session ready to open

The Parliamentary Assembly of the Council of Europe (PACE) is the parliamentary arm of the Council of Europe, a 46-nation international organisation dedicated to upholding human rights, democracy and the rule of law. The Assembly is made up of 306 members drawn from the national parliaments of the Council of Europe's member states. The Parliamentary Assembly meets four times a year in Strasbourg, France. The session lasts four to five days. PACE will meet at Strasbourg on Monday, 10 October 2022 until Friday, 14 October 2022.

Ukrainian President Volodymyr Zelensky to address PACE’s Autumn plenary session.

Strasbourg. Oct. 8: Ref. DC 203(2022).– Ukrainian President Volodymyr Zelenskyy is due to address the Parliamentary Assembly of the Council of Europe (PACE) by videoconference (Thursday 13 October at 10 a.m.) date and time to be confirmed) during its Autumn plenary session.

There will also be addresses by the President of Ireland, Michael D. Higgins, and the President of the Swiss Confederation, Ignazio Cassis, as well as the Prime Minister of Albania, Edi Rama.

The 2022 Václav Havel Human Rights Prize, which honours outstanding human rights defenders, will be awarded in a special ceremony, with the overall winner to be selected from among three shortlisted candidates (Vladimir Kara-Murza, Ukraine 5 AM Coalition and Rainbow Coalition).

Nobel Peace Prize Winner Maria Ressa Named Chair of World Movement for Democracy

Maria Ressa
, co-founder and CEO of Rappler and 2021 Nobel Peace Prize winner, became chairperson of the World Movement for Democracy Steering Committee in 2022. Rappler is the top digital news site leading the fight for press freedom in the Philippines. Maria’s courage and work on disinformation and ‘fake news’ culminated in being awarded the 2021 Nobel Peace Prize in recognition of her “efforts to safeguard freedom of expression, which is a precondition for democracy and lasting peace.”

Ratification of Finland and Sweden's accession to NATO is on hold due to Hungary and Turkey's refusal to approve their membership

NATO logo NATO Parliamentary Assembly.– After thorough debates across their whole societies and with large parliamentary majorities supporting the decision, Finland and Sweden simultaneously handed their official letters of application to join NATO over to NATO Secretary General Jens Stoltenberg on 18 May 2022. NATO Heads of State and Government extended an invitation to Finland and Sweden to join the Alliance at the Madrid Summit on 29 June. The accession protocols for both countries were signed on 5 July after completion of accession talks. The protocols must now be ratified by all Allies, according to their national procedures.

As it has done with past accessions, the NATO PA is monitoring and encouraging prompt ratification of Sweden and Finland’s accession to Allied parliaments.

As soon as Finland and Sweden join NATO, they will also become full members of the NATO PA.

Note: the timeline below indicates the date of the end of the parliamentary procedures. This may not be the end of the ratification process in a nation. Moreover, to take effect, ratification instruments must be deposited with the United States government:

The ranked-choice voting system as a form of Participatory Democracy

A ranked-choice voting system (RCV) is an electoral system in which voters rank candidates by preference on their ballots. It is another form of participatory democracy because it allows people to widen their selection of candidates. This electoral system allows voters to rank candidates by preference, meaning they can submit ballots that list not only their first-choice candidate for a position but also their second and third. It works like this: A candidate can win outright by receiving the majority of first-preference votes. If that doesn’t happen, the candidate with the fewest first-preference votes is eliminated, and voters who picked that candidate as their first choice will have their next choice counted. If there still is not a winner, then the candidate with the next fewest votes is also eliminated. This process continues with candidates eliminated one by one until one candidate has a majority.

 How to fix New York’s elections: Lessons from NY-10

Democratic countries that use this procedure, such as Belgium, Australia, and Luxembourg, have been doing so for many years, and have a robust participatory democracy.

New York, Sept. 10.– The dust having finally settled on New York’s congressional primaries, there are several important takeaways for voting rights advocates. Let’s look specifically at the lower Manhattan-Brooklyn race in which Daniel Goldman won the Democratic nomination. He received approximately 16,000 votes in the primary out of 302,000 enrolled Democrats in the district, a mere 5%. Of the only 65,000 who voted (about 20% of those eligible), 75% voted against him. It isn’t Goldman’s fault, but there is something wrong with this picture. Perhaps he will use his own experience to address this strange state of affairs. We offer three suggestions for him.
