Repression of dam protests and severe environmental consequences of Chinese hydropower policies in Tibet

Dharamsale, Dec.11 (DPnet).– Early last September, 13 independent US Human Rights Special Procedures mandate holders expressed "deep concern" regarding the Chinese government's plans to build the Kamtok dam in the Tibetan region of Derge. The huge Kamtok dam is itself only one of 13 dams planned on the upper reaches of the Machu (Yellow) River. They are planning further construction of dams on all of the rivers originating in Tibet despite mounting scientific concerns about potential geological disasters and severe environmental consequences.

The mandate holders worried about these plans because Tibet supplies water to 1.8 billion people downstream who depend on the healthy flow of the major rivers that come from its glacial peaks. This water sustains these communities, but China’s control of Tibet puts these rivers in Beijing’s hands – and Beijing’s decisions stand to trigger disastrous consequences. 

Furthermore, the Kamtok dam will submerge at least six monasteries and two villages and expel hundreds of residents. The 13 UN special mandate holders emphasized their distress regarding the irreversible destruction of religious and cultural heritage sites, as well as Tibetan ways of life. The letter also documented the lack of meaningful consultation with affected communities, a pattern of recent reprisals against protesters, and the irreversible impacts of dams on the environment and climate.

Quest for Justice in a Climate of Unprecedent Repression in Azerbaijan

With Russian military support, Azerbaijan defeated Armenia's resistance and seized the territory of Nagorno-Karabakh from it in Sept. 2023, causing the exodus of almost the entire Armenian population (over 100.000 refugees) living there.

Oct. 1 (WMD).– As Azerbaijan prepares to host the next UN COP 29 in November, the Anar Mammadli Campaign has continuously raised alarms about the weaponization of the legal system in the country to harass and repress independent voices. 

In this report, the Campaign highlights that amidst an unprecedented level of repression, Azerbaijan consistently disregarded calls to improve its human rights record and has failed to meet its obligations as a member of the Council of Europe.

Implementing ECHR judgments: Latest decisions from the Council of Europe’s Committee of Ministers

Strasbourg, Sept.20.– The Council of Europe’s Committee of Ministers has published the case-by-case decisions taken during the Committee’s meeting from 17 to 19 September to supervise the implementation of judgments and decisions from the European Court of Human Rights.

The Committee of Ministers adopted 41 decisions concerning 23 states during the meeting, including one Interim Resolution in a case concerning Hungary.

34 Final Resolutions were adopted by the Committee of Ministers in respect of 52 judgments and decisions from the European Court, concerning 17 different states.

In addition, the Committee adopted an indicative list of cases to be examined during its next meeting dedicated to the execution of judgments, which will take place from 3 to 5 December 2024.
