Gdańsk; june 22 (DPnet).– Council of Europe Secretary General Alain Berset will participate in the Ukraine Recovery Conference (URC), co-hosted by Poland and Ukraine, and will take place in the city of Gdańsk on Junbe 25 and 26, bringing together political leaders, international organizations, financial institutions, business representatives and civil society to discuss Ukraine’s recovery, reconstruction and long-term resilience.
URC 2026 seeks to bolster international support for the country's reconstruction as well as catalyze investments for Ukrainian businesses, focusing on the sectors most impacted by Russian aggression: energy, critical infrastructure, and logistics.
SG Berset will highlight the Council of Europe’s leading role in advancing accountability for Russia’s aggression against Ukraine, including through the Register of Damage for Ukraine, efforts to establish an International Claims Commission and a Special Tribunal for the Crime of Aggression, while underlining the links between accountability, democratic resilience and sustainable recovery.
Designed as a high-impact investment facilitation platform, URC will gather international, sovereign and private capital actors to accelerate transactions and anchor long-term economic transformation

The Ministers for Foreign Affairs of the 46-member Council of Europe, 36 countries and the European Union have expressed their intention to join a new Enlarged Partial Agreement establishing the Management Committee of the Special Tribunal for the Crime of Aggression against Ukraine. “These states have taken a decisive step towards the actual establishment of the Special Tribunal and the recognition of responsibilities for the aggression against Ukraine" declared Alain Beerset at this meeting on May 15.
The proposed Special Tribunal for the Crime of Aggression will investigate, prosecute and try individuals who bear the greatest responsibility for the crime of aggression against Ukraine. It aims to address the gap arising from the limitations in the jurisdiction of the International Criminal Court.
The Special Tribunal will sit within the institutional framework of the Council of Europe. A bilateral agreement between the Council of Europe and Ukraine to establish the Tribunal was signed in Strasbourg on 25 June 2025. The Statute of the Special Tribunal is annexed to the agreement.
