From 1956 to 1962, devastating military conflicts took place in China's southwestern and northwestern regions. Official records at the time scarcely made mention of the campaign, and in the years since only lukewarm acknowledgment of the violence has surfaced. When the Iron Bird Flies, by Jianglin Li, breaks this decades-long silence to reveal for the first time a comprehensive and explosive picture of the six years that would prove definitive in modern Tibetan and Chinese history.

The CCP referred to the campaign as "suppressing the Tibetan rebellion." It would lead to the 14th Dalai Lama's exile in India, as well as the Tibetan diaspora in 1959, though the battles lasted three additional years after these events. Featuring key figures in modern Chinese history, the battles waged in this period covered a vast geographical region. This book offers a portrait of chaos, deception, heroism, and massive loss. Beyond the significant death toll across the Tibetan regions, the war also destroyed most Tibetan monasteries in a concerted effort to eradicate local religion and scholarship.

Despite being considered a military success, to this day, the operations in the agricultural regions remain unknown. As large numbers of Tibetans have self-immolated in recent years to protest the Chinese occupation, Li shows that the largest number of cases occurred in the sites most heavily affected by this hidden war. She argues persuasively that the events described in this book will shed more light on our current moment, and will help us understand the unrelenting struggle of the Tibetan people for their freedom.

This is independent scholar and writer Jianglin Li's second book about Tibet. She is a writer and researcher with expertise in Tibetan history and the Tibetan diaspora. She is the author of numerous books, including Tibet in Agony: Lhasa 1959 (2016).

Charles Lindblom cuestiona básicamente a las instituciones ideales y piensa la política de manera “incremental” con lógicas de negociación constantes frente al contexto complejo. Imagina la implementación de políticas públicas realistas. Muchos autores escriben desde posiciones políticamente correctas, sólo que quienes ejecutan la política están mucho más cerca de esta línea de pensamiento –traducida constantemente en modelos de recomendación– desde el más puro realismo. Pero ese realismo exige algunas cosas previas a la implementación: un acuerdo que reconcilie los diversos enfoques. El consenso es la variable principal -incluso antes que la propia calidad de las políticas públicas- que hace a una política pública posible.

Profesor de economía y ciencias políticas, Lindblom es fundamentalmente un cuestionador de las instituciones. Su crítica se dirige en este libro al corazón de las organizaciones básicas de lo que conocemos como democracia, no para minar sus supuestos teóricos, sino para denunciar los aspectos principales que fomentan su inoperancia dentro del sistema. El método que él sigue para la ordenación de los artículos recopilados en este libro relaciona tres líneas de trabajo interdependientes: la democracia y el sistema de mercado, la colaboración de políticas, y las ciencias sociales.

Junto con su amigo, colega y compañero profesor de Yale, Robert A. Dahl, Lindblom fue un defensor de la visión poliárquica (o pluralista) de las élites políticas y el gobierno. De acuerdo con este punto de vista, ninguna élite única y monolítica debe controlar el gobierno y la sociedad, sino que para evitar una dictadura y ulterior tiranía una serie de élites especializadas compiten libremente y negocian entre sí para llegar a acuerdos. Es esta competencia pacífica y compromiso entre las élites en la política y el mercado lo que impulsa la democracia de libre mercado y le permite prosperar.

During the administration of John F. Kennedy, the CIA planned the downfall of the President of South Vietnam, thus opening the door to a war that was disastrous for the United States.

Ngo Dinh Diem, the first president of the Republic of Vietnam, possessed the Confucian "Mandate of Heaven", a moral and political authority that was widely recognized by all Vietnamese. This devout Roman Catholic leader never lost this mandate in the eyes of his people; rather, he was taken down by a military coup sponsored by the U.S. government, which resulted in his brutal murder.

According to many American historians, President Diem was a corrupt leader whose tyrannical actions lost the loyalty of his people and the possibility of a military victory over the North Vietnamese. The Kennedy Administration, they argue, had to withdraw its support of Diem.

Military historian Geoffrey Shaw runs contrary to the above commonly held assertion.

Based on his research of original sources, including declassified documents of the U.S. government, Shaw chronicles the Kennedy administration's betrayal of this ally, which proved to be not only a moral failure but also a political disaster that led America into a protracted and costly war. Along the way, Shaw reveals a President Diem very different from the despot portrayed by the press during its coverage of Vietnam. From eyewitness accounts of military, intelligence, and diplomatic sources, Shaw draws the portrait of a man with rare integrity, a patriot who strove to free his country from Western colonialism while protecting it from Communism, and he points out in the Preface that:

"Did I find a veritable draconian 'Heart of Darkness'? Yes, I did, but it was not in the quarter to which all popular American sources were pointing their accusatory fingers; in other words, not in Saigon but, paradoxically, within the Department of State back in Washington, D.C., and within President Kennedy's closest White House advisory circle. The actions of these men led to Diem's murder. And with his death, nine and a half years of careful work and partnership between the United States and South Vietnam was undone."

James V. Schall, S.J., Professor Emeritus, Georgetown University, discloses in the Foreword that this President's personality and policies are substantially different from the ones that Kennedy and his advisers portrayed to the world following the tragic events:

"A candid account of the killing of Ngo Dinh Diem, the reasons for it, who was responsible, why it happened, and the disastrous results. Particularly agonizing for Americans who read this clearly stated and tightly argued book is the fact that the final Vietnam defeat was not really on battlegrounds, but on political and moral grounds. The Vietnam War need not have been lost. Overwhelming evidence supports it."
