OSCAR ESPINOSA CHEPE nunca apoyó la Ley Helms-Burton ni el embargo. Él fue sentenciado injustamente a 20 años de cárcel durante la Primavera Negra de 2003. Hasta su muerte en septiembre de 2013 él promovió la reconciliación de todos los cubanos y las relaciones civilizadas entre Cuba y Estados.
Yo respeto los criterios dentro de la oposición-disidencia, pero NO concuerdo con quienes fomentan la Ley Helms-Burton y otras medidas agresivas.
La Ley Helms-Burton y otras medidas de confrontación NO ayudan al avance de la democratización de Cuba, sino que fomenta las posiciones inmovilistas dentro del gobierno cubano y la represión a las opiniones distintas a las oficiales.
Los vínculos de amistad y colaboración mutuamente ventajosa entre nuestros pueblos y países son perjudicados por las siguientes medidas emitidas el 17 de abril:
-Las restricciones de viajes de los estadounidenses a Cuba y de los cubanos a Estados Unidos,
- Las limitaciones de la cantidad de remesas enviadas a los cubanos residentes en el archipiélago.
- Las restricciones a los acuerdos y la colaboración entre instituciones científicas, académicas, y otras.
Los cubanos necesitan el intercambio de ideas y conocimientos, así como la ayuda para afrontar la inmensa crisis existente en Cuba y emprender negocios privados que fomenten las pequeñas y medianas empresas para alcanzar la independencia económica.
Yo encomio las posiciones de la Unión Europea, Canadá, México y otros países en contra de las medidas promulgadas por la Administración Trump el 17 de abril de 2019. Los presidentes Bill Clinton, que promulgó la Ley Helms-Burton, y Bush NO aplicaron los Capítulos III y IV, por su carácter extraterritorial, violatorio del derecho internacional.
La Embajada de Estados Unidos en La Habana debe retornar a su trabajo normal.

OSCAR ESPINOSA CHEPE never supported the Helms-Burton Act or the embargo. He was unjustly sentenced to 20 years in prison during the Black Spring of 2003. Until his death in September 2013 he promoted the reconciliation of all Cubans and the civilized relations between Cuba and the States.
I respect the criteria within the opposition-dissent, but I DO NOT agree with those who promote the Helms-Burton Act and other aggressive measures.
The Helms-Burton Act and other measures of confrontation DO NOT help the advancement of the democratization of Cuba, but rather encourage immobile positions within the Cuban government and repression of opinions other than official ones.
The bonds of friendship and mutually advantageous collaboration between our peoples and countries are harmed by the following measures issued on April 17:
-The travel restrictions of the Americans to Cuba and of the Cubans to the United States,
- The limitations of the amount of remittances sent to Cubans living in the archipelago.
- Restrictions on agreements and collaboration between scientific, academic and other institutions.
Cubans need the exchange of ideas and knowledge, as well as help to face the immense crisis in Cuba and undertake private businesses that encourage small and medium enterprises to achieve economic independence.
I support the positions of the European Union, Canada, Mexico and other countries against the measures enacted by the Trump Administration on April 17, 2019. Presidents Bill Clinton, who enacted the Helms-Burton Act, and Bush did not apply the Chapters III and IV, for its extraterritorial nature, in violation of international law.

The United States Embassy in Havana must return to its normal work.
