On the event of a future European Union Convention

Participatory Democracy Cultural Initiative, Inc. and its subsidiary DemocraciaParticipativa.net, hereby express the shared hope of our members that the initiative taken at the European Parliament on 17 January 2017 to start a "reflection on the future of Europe" would eventually culminate in a new and truly democratic, transparent and inclusive European Union Convention.
The initiative to start a "political reflextion on the future of the EU" arose initially from a meeting in Bratislava of the heads of State and Government of the 27 members of the European Council on 16 September 2016, approving a Declaration and Roadmap. They are planning to also follow up on this initiative on future meetings in February (Malta) and March (Rome) 2017. It is reasonable to expect that decisions taken in the meanwhile at the European Parliament may take a central role at these European Council meetings.

Accordingly, we strongly support the initiative taken by Democracy International in a highly objective letter addressed to the European Parliament, asking the Parlamentarians "to renew their promise to start an open dialogue on the future of Europe", considering that before being elected in 2014, 114 of them made that pledge. Therefore, the European Parlamentarians "have a major responsibility", as expressed in the letter, and they should promote a debate taking place at all levels and open to all European citizens.

The letter asks the European Parliament to start a broad constitutional process by launching a two-year deliberation process leading to the convocation of a Convention in 2019 to draft a Constitution of the European Union.
