The US migration crisis: Are we going to keep listening to fake anti-immigrant news?

According to the US Immigration and Customs Enforcement agency's reports:
"In Fiscal Year 2014, DHS conducted a total of 577,295 removals and returns, including 414,481 removals and 162,814 returns. ICE had a total of 315,943 removals or returns, and CBP made 486,651 apprehensions. 85 percent of all interior ICE removals and returns involved individuals who had been previously convicted of a crime; this number is up significantly from FY 2011 when it was just 67 percent."
In contrast, the ICE statistics for 2018 are much lower:
"In Fiscal Year 2018, ERO removed 256,086 illegal aliens, reflecting an increase of 13% over FY2017 (when the numbers were even lower). The majority of 2018 removals (57%) were convicted criminals. Additionally, 5,914 of the removed illegal aliens were classified as either known or suspected gang members or terrorists, which is a 9% increase over FY2017."
For those who do not know, ERO is the new Enforcement and Removal Operations, under the Immigration and Customs Enforcement (ICE).
According to the "Estimates of the Unauthorized Immigrant Population" in the USA, published at dhs.gov, DHS estimates that 12.1 million unauthorized immigrants were living in the United States in January 2014. At that point in time, an estimated 13.2 million legal permanent residents lived in the United States and 8.9 million of them were eligible to naturalize.
By the third quarter of 2018, 278,000 foreign nationals had obtained lawful permanent resident status in the United States during the previous three months and approximately 16,000 refugees were admitted during the same period of time. In addition, a total of 544,000 aliens were naturalized during the first nine months of 2018.
Detailed data on total nonimmigrant admissions come from the Department of Homeland Security (DHS) estimates.
Is it reasonable to say that the US government has an anti-immigrant policy in face of these statistics? Are we going to keep listening to fake news?
