Oct. 25 (Bloomberg).- Lithuania's two biggest opposition parties claimed victory in elections yesterday, saying they would dominate a new cabinet in the former Soviet Baltic state after upsetting the Labor party and the governing coalition.

Leaders of the Conservative Homeland Union and Liberal Center Union, which both want to attract more foreign investments and reduce personal income taxes, said in Vilnius they plan to form a majority with the now governing coalition of the Social Democrats and the New Union.

Labor took 39 seats in the 141-member parliament, the Election Commission in Vilnius said, citing a preliminary full-count of votes. A coalition of the Social Democrats and New Union won 31 seats, while the Conservative Homeland Union took 25 and the Liberal Center Union got 18.  ...
