Condoleezza Rice Agrees with Iraqui leaders

Baghdad, Aug.22.- The United States has agreed to remove combat troops from Iraqi cities by next June and from the rest of the country by the end of 2011 if conditions in Iraq remain relatively stable, according to Iraqi and American officials involved in negotiating a security accord governing American forces there.

The withdrawal timetables, which Bush administration officials called “aspirational goals” rather than fixed dates, are contained in the draft of an agreement that still must be approved by Prime Minister Nuri Kamal al-Maliki and other Iraqi leaders before it goes before Iraq’s fractious Parliament. It has the support of the Bush administration, American and Iraqi officials said.

Pakistani President Pervez Musharraf, facing impeachment on charges drawn up by the governing coalition, has announced that he is resigning.

He went on national TV to say that while he was confident the charges would not stand, this was not the time for more confrontation. [ See video ]

He is accused of violation of the constitution and gross misconduct.

The Speaker of the Pakistani Senate, Muhammad Mian Sumroo, automatically took over as caretaker president.

Mr Musharraf has been a key ally of the US in its "war on terror" since he took power in a bloodless coup in 1999 ...

DALAI LAMA: After the Olympics, what will happen? PDF Print E-mail
Dalai LamaParis, Aug.13 (AP).- The Dalai Lama said Wednesday that he is disappointed by the latest round of talks aimed at easing tensions between his supporters and China and added that he wants to see what path Chinese authorities will chart once the Olympics are over.

The Tibetan spiritual leader is in France for a 12-day visit that coincides largely with the Beijing Olympics. The visit is devoted mostly to spiritual matters, but Wednesday offered two opportunities to discuss the issue of Tibet - a news conference and a closed-door meeting with French lawmakers.

Security Council questions Russian intentions in Georgia PDF Print E-mail
US reveals that Russia wants "regime change", but a Russian veto is expected against any kind of Security Council resolution

Russian tanks invade GeorgiaUnited Nations, Aug.10.-
United States suggested on Sunday that Russia was interested in "regime change" in Georgia after Moscow rejected Tbilisi's offer of a cease-fire in the separatist region of South Ossetia.

Russian Foreign Minister Sergei Lavrov had told U.S. Secretary of State Condoleezza Rice that the president of Georgia "must go," the U.S. ambassador to the United Nations, Zalmay Khalilzad, told the Security Council.

Khalilzad then looked straight at Russian Ambassador Vitaly Churkin and asked if Moscow was looking for "regime change."

"Is the goal of the Russian Federation to change the leadership of Georgia?", he said.

Churkin did not directly address the question but said there are leaders who "become an obstacle."

Aug. 8.- Georgian soldiers, tanks and fighter-planes struck Tskhinvali, the capital of the breakaway (Russian-backed) region of South Ossetia, on Friday August 8th. Parts of the city were reported to be burning as Georgia’s president, Mikheil Saakashvili, declared that his forces had “freed” much of the area from separatist control.

The immediate cause of the fighting is unclear as claim and counterclaim abound. But what is clear is that a conflict which has been simmering for years, has at last erupted. What happens next will depend almost entirely on Russia’s response: 150 Russian tanks were reported to be entering South Ossetia on Friday. Georgia's government says that Russian planes have dropped bombs outside of South Ossetia including on the edge of Tblisi, the Georgian capital. Alexander Lomaia, the secretary of Georgia's National Security Council, told The Economist on Friday that “this is an open military aggression and we are now at the state of undeclared war with Russia. What else could you call it?”. He also said that Georgia had announced a ceasefire in South Ossetia from 3pm on Friday.

China is top violator of Sudan embargo PDF Print E-mail

Blocked for years UN efforts to send a peacekeeping force to block genocide

Aug.5 (AP).- China has been the "most egregious violator" of a worldwide arms embargo, providing Sudan with the vast majority of its small arms and weapons used for mass murder in Darfur province, a private study group is charging.

The arms and also political support are being swapped for access to the African country’s oil reserves, according to a report issued on the eve of the Summer Olympics in Beijing.

Recognizing fast-developing China’s need for energy, William Hartung, a veteran foreign policy analyst and author of the report for the New America Foundation, said the United States might consider energy cooperation with Beijing so it does not rely for oil on Sudan and other repressive regimes. The foundation is a private liberal group.

In 2004, the U.N. Security Council imposed an arms embargo on all groups operating in Darfur. The next year, the Council extended the ban to the government. The United States and several European countries have tried unsuccessfully to expand the sanctions.

Israeli PM Olmert to Resign Amid Corruption Investigations PDF Print E-mail
July 31.- Israeli Prime Minister Ehud Olmert announced his resignation Wednesday, months after becoming the target of two corruption investigations. Olmert will remain prime minister until September 17, when his Kadima party will hold an election to choose a new leader. Palestinian legislator Mustafa Barghouti predicted Olmert’s resignation will mark the end of the Annapolis peace talks.

Mustafa Barghouti: “He shot Annapolis yesterday, when he declared that there is no possibility of reaching an agreement by the end of the year. He destroyed Annapolis by declaring that Jerusalem is not part of the discussion. And today, by this resignation, probably he’s providing the ammunition to kill finally the Annapolis process completely…"
