Liu Xiaobo Formally Arrested in China for "Inciting Subversion of State Power"

Chinese Human Rights Defenders-June 24.- CHRD learned today that Liu Xiaobo, signatory of Charter 08 and prominent intellectual, was formally arrested for "inciting subversion of state power" on June 23. He had been detained since December 8, 2008.

Police from the Beijing Public Security Bureau (PSB) National Security Unit delivered Liu Xiaobo's formal arrest notice dated June 23 to his wife, Liu Xia (??), at about 11 am today. The police also told Liu Xia that Mo Shaoping (???), one of the best-known human rights lawyers in China, cannot represent Liu Xiaobo, even though Liu Xia had retained Mo and Shang Baojun (???), a lawyer from the Mo Shaoping Law Firm, to be Liu Xiaobo's defense lawyers. According to the authorities, Mo cannot be Liu Xiaobo's lawyer because he is also a signatory of Charter 08. Liu Xiaobo's detention and arrest are believed to be related to the authorities' suspicions that he drafted Charter 08 and organized the collection of signatures.

"We expected that Liu would be formally charged eventually," said Mo. "I will fight the decision to bar me from representing Mo in accordance with the law."

Liu Xiaobo is currently being subjected to "residential surveillance" (jianshi juzhu), a form of pre-trial detention, at an undisclosed location in Beijing. Liu has been barred from contacting the outside world except for two meetings with his wife, Liu Xia, arranged by authorities, on January 1 and March 20 in Xiaotangshan, Changping District, Beijing ...

Annual Reports on Religious Freedom

The Department of State submits these reports to Congress in compliance with Section 102(b) of the International Religious Freedom Act (IRFA) of 1998. They have been issued annually for 10 years. The law provides that the Secretary of State, with the assistance of the Ambassador at Large for International Religious Freedom, shall transmit to Congress "an Annual Report on International Religious Freedom supplementing the most recent Human Rights Reports by providing additional detailed information with respect to matters involving international religious freedom." Both reports are available to the public (click on the titles below) and institutions may get free hard copies if requested.

2009 Annual Report on International Religious Freedom

The 2009 Report  was introduced to the public on October 26 and records the status of respect for religious freedom in all countries for the 12 months ended on June 30, 2009. The Annual Report's primary focus is on the actions of governments, including those that contribute to religious repression or tolerate violence against religious minorities as well as those that protect and promote religious freedom. Each country report contains sections covering the country's religious demography; government respect for religious freedom (including the legal and policy framework, restrictions on religious freedom, abuses of religious freedom, and improvements and positive developments); societal respect for religious freedom; and U.S. Government policy and actions.

2008 Annual Report on International Religious Freedom

US Secretary of State, introduced to the public on September 19 this Annual Report covering the 12 months ended on 20 June 2008.  This work supplements the most recent Human Rights Reports by providing additional detailed information with respect to matters involving international religious freedom, including individual country chapters on the status of religious freedom worldwide.  According to the Report, the IRF Act requires «the designation of countries that have "engaged in or tolerated particularly severe violations of religious freedom" during the reporting period».
